The design of the deliberation should not just be about producing a report or output at the end - deliberation can be part of a change process:

• Producing a range of artefacts that communicate findings: multimedia and reports
• Deepening how decision makers understand the issue and public views on it
• Supporting participants in their journey to become active advocates on the topic
